The OEM version of Windows 2008 Server is delivered and pre-installed but is not compliant with the base Microsoft profile policy requirements, this block the installation of the DNS component after the Active Directory Role installation:

Default password policy is in 2008:

-  24 passwords remembered
-  42 days max password age
-  1 day min password age
-  7 characters Minimum password length
-  Password must meet complexity requirements (capital letter, small letter and one digit or non-alphabetic, also not more then 3 characters from the username)

The password policy is defined in the Default Domain Policy by deafult, which is enforced by the domain controllers that make up the domain.

If you want to modify it, please navigate to "Computer configuration -> Windows Settings -> Security Settings -> Account policies -> Password policy" in "default domain policy" on the Domain Controller or in a new policy that is linked to the root of the domain and given precedence over the Default Domain Policy to perform this operation.

After settings the password policy,  launch this on command shell as Administrator:

# net user administrator /passwordreq:yes

After this, the dcpromo.exe and the related domain settings could be completed.
